When setting up a farming facility, the County Governor must assess whether the facility may conflict with regional and national interests. Conflicts linked to outdoor recreation, nature conservation and game and fish interests will be at the fore when the County Governor performs such an assessment. The county authorities make the final decision on this matter and grant licences for fish farming.

A prerequisite for gaining a licence to farm fish is that a discharge permit be granted under the Pollution Control Act. The County Governor is responsible for granting such discharge permits. There are also a range of requirements in place concerning waste management and the use of chemicals.
