Hazardous waste
Hazardous waste cannot be handled in the same way as normal waste. Hazardous waste contains chemicals which are hazardous to both health and the environment and which can lead to serious pollution and harm to humans and wildlife. Businesses that produce hazardous waste are obliged to deliver this to approved waste treatment plants. Before being transported, the waste must be declared electronically via www.avfallsdeklarering.no.
The County Governor may grant licences
The County Governor is the government authority that deals with pollution in the majority of waste facilities and can grant licences for operations that pollute. This includes facilities for the receipt, sorting and treatment of waste, vehicle scrapyards, refuse dumps, and composting and incineration facilities. When the County Governor grants such licences, the operations in question must in some cases implement specific measures to reduce the negative impact for others. The County Governor must also collect waste plans from ports and supervise their work.
The County Governor inspects the waste facilities to ensure that the requirements set out in the licences are met. The Pollution Control Act, Waste Regulations, Internal Control Regulations and the licences given form the basis of such inspections.
