Nursery schools
Nursery schools must be educational institutions that provide children with opportunities for play, self-expression and meaningful experiences and activities. Each municipality has a statutory obligation to provide a sufficient number of nursery school places. Beyond the fees paid by parents, the municipalities are responsible for funding nursery schools.
The County Governor offers guidance to municipalities and private nursery school owners in accordance with the Act on Day Care Institutions, and also oversees the tasks they must perform under this Act and associated regulations.
The County Governor handles appeals relating to individual decisions, in accordance with the Act on Day Care Institutions and associated regulations. Appeals relating to an individual decision should first be sent to the body that has made the decision in question. If this body does not uphold the appeal, it must be submitted to the County Governor for final review.
