Planning and building
Planning and land management are prerequisites for good social development. National objectives in this sphere are set by the government and the parliament, but municipalities and county authorities have a responsibility for planning at a municipal and county level. Under the Planning and Building Act, municipalities must co-ordinate the physical, economic, social and cultural development of their areas through ongoing municipal planning. Through such planning, county authorities must co-ordinate the activity of the state, county authorities and municipalities within the county.
Through its role as specialist authority in the fields of agriculture, environmental protection and civil security, the County Governor ensures that national interests are addressed.
The County Governor must ensure that municipal decisions in matters of planning and construction comply with the applicable legislation.
